Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from various governments. Immense energy is devoted on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a capability provided through up-to-date information. From vantage locations, defense planes that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. Washington functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until conditions improve in its benefit.
Existing Situation
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
